4.0.10: implement a new method caching strategy in fault tolerance. #8842

Backport of #8832 to 4.0.10

In the 4.0.10 branch the test TenantTest#test2 is already enabled. That is why the change to re-enable is a no-op in this backport.

Implements a new method caching strategy in fault tolerance to fix intermittently hanging test TenantTest#test2
