Add XRTpy as a PyHC project #262

This PR is to add XRTpy (repo) as a PyHC project. It also adds "hinode" to the taxonomy.

This PR is of interest to @joyvelasquez & @jslavin.

This is great. It seems like XRTpy is in active development? Certainly a relevant package so I'll go ahead and merge. Welcome to PyHC, XRTpy!

Sorry, just realized this is a draft PR. Is that intentional @namurphy? Can't merge until it's marked as "ready for review".

@namurphy can we mark this as "ready for review"? I'd love to get XRTpy involved with the PyHC community (and get them on a telecon!).
