Add PyHC project addition instructions to docs #267

This PR makes the project addition instructions more discoverable by adding them to the Documents page.

@jibarnum just adding you to this as an FYI. I was putting together slides about "how to add your project to PyHC" and I realized this document wasn't actually linked to anywhere in the website. The only way to find it was the README in the website's GitHub. Now people can find it in the Documents page too.

Merging right away. If you have suggestions, feel free to comment them here and I'll implement them in a different PR.
