testing: Partially met (no automated testing - can be implemented in near future)
software maturity: Partially met (no conda installation)

license: Good

Conda is a recommendation ("should") not requirement. It looks like pydarn hits everything else on standard 3. Also hits 1, 4, 6, 7, 10, 14. So I'd suggest maturity be Good.
