Start 2024 Summer School page #293

This PR starts a page for the 2024 Summer School. There's a lot of "check back here" which we can fill in later. The banner image is also something I just slapped together; not married to it yet.

@jibarnum I'm gonna merge right away (like I've been making a habit of lately). That way nothing is holding us back from sharing the press release.
