Added BiScEF to projects_unevaluated.yml. #305

After my presentation at ESWW, it was suggested that I add the repo to the list at heliopython. So, here it is. It's not really a software project (the core content is the format description), but contains some python scripts.

Thanks for the pull request. Seems like an interesting project and I'm looking forward to reviewing it, but my schedule is a bit full with the holidays and AGU coming up, so I might not get to it for a few weeks.

One thing I should say though, sorry, is that we're not accepting new additions to the "unevaluated" table. If you want your package included in PyHC, you will have to self-evaluate your package following these guidelines: https://heliopython.org/docs/adding_a_project/

I will then review your evaluation.
