Should we include hapiplot? #2

It's not a core package technically (or a PyHC package in general, which may be an oversight), but it is necessary for HAPI's plotting capabilities. Should we include hapiplot?

If we include it, publish the new PyPI version via GitHub Actions (#7).

Discussions in the past indicated that hapiplot was really just about demonstrating that HAPI worked and people shouldn't be going out of their way to use it.
