phep_to_yaml updates from PHEP 2 experience

Just a couple of changes to the phep_to_yaml.py script from working on PHEP 2.

• Sort the list of PHEPs on read so they're explicitly sorted.
• Treat Requires header as integer, since it is always a PHEP number.
