Bump GR version #112

Bump GR version to 0.64

Thanks. CI failed, but it seems that it's because GR 0.64 was not yet available from the General registry when it was triggered. Two questions:

  1. There are no changes in the code, but the PR drops compatibility with GR 0.63. Can we keep compatibility with both (GR = "0.63, 0.64")?
  2. Can you please also update the version of GRUtils in the PR (to "0.7.1")?
