[Improvement] Allow full RxDelay range (1->15 sec) #987

LoRaWAN specification allows an RxDelay range of 1 to 15 seconds but the new Helium feature only allows to select 1 to 5 seconds.

It would be a nice improvement to be able to select an higher RxDelay as, for an unknown reason to me, hold_time is more than 5 seconds on some devices/gateways couples. Here is the hold_time of four devices on four different gateways:
