To unblock Actility and their henchmen from migrating off of Roaming Console
Switch roaming protocol to 1.0
Since we don't have RP in Sydney, let's test on Sydney 0 by end of Thursday to see if it somehow screws up.
If all things go well, we will do the full dance next Monday. (need to give RP some heads up, that's why we are waiting til next Monday)
