Make PIVOT integrated with DC/OS more tightly and address the limitations in Chronos

Currently Metronome's support to Docker is too limited for PIVOT. Close this issue temporarily.

It would be interesting to investigate alternate schedulers, since Chronos seems to have some bugs and limitations.
