Not working properly on Cygwin #16

Despite having libiconv installed, when called via Cygwin on Windows 10, subedit complains that iconv isn't installed. I'm aware this isn't built for Windows, but since the readme mentions Cygwin, I figured I'd open this.

Do you have iconv itself installed?
