Stretch in Gazebo Simulation gets unstable with higher base angular velocity #117

High angular velocitie are likely resulting in unstable dynamics of the robot arm. When angular velocities higher than 0.3 rad/s are published to the Stretch in Gazebo simulation, the robot becomes very unstable with motion and arms shaking heavily. https://forum.hello-robot.com/t/instability-found-with-gazebo-model-with-dex-wrist/808
