Bugfix/navigation config noetic #80

This PR makes modifications to the stretch_navigation Configuration files which should result in improved Nav stack performance. Tested with RE1 and RE2 robots.

@hello-binit Thank you for catching this issue, and it is fixed now. It looks like resolving a merge conflict in script through the web browser removes the executable flag of that script.
