make stretch_tool_share to catkin package #6

This PR make stretch_tool_share to catkin package. The reason why I made this PR is to find stretch_tool_share and stretch_ros from tool_share/stretch_dex_wrist/stretch_description/urdf/stretch_description.xacro

Rather than turning this repo into a catkin package, we've aggregated all URDF assets into a single Python package called Stretch URDF. The repository is here: https://github.com/hello-robot/stretch_urdf

Closing this PR since it has become stale and replaced by equivalent functionality in Stretch URDF repo.
