need to set country code from app #230

the needs to be set before the wifi scan so we will scan on the extra channels in EU/Asia

Hey guys we must get this in before we ship internationally, so it needs to be done ASAP

so the plan is to get the country code immediately after the phone connects and trigger a rescan if we need to change the code away from US

There has to be a persistent variable on the middle board to keep track of the country code.

An alternative is to add a check for the regional UPC and setting at PCH key test station

we should probably do both

likely so, the first 10k are going to USA so we don't need it for them

but we need to update the apps/middle/top so I'd like to get it done quickly so we have more testing time
