Time zone, language and keyboard layout settings are lost after reboot #395

On experimental-14.0-0.8.0_0H77 after installation it is possible to set time zone, language locales and keyboard layout. After a reboot these settings are lost.

After a reboot time zone is set to PST, locales to en_US and keyboard layout to English, regardless of the previous settings.
