don't customize comment sign in links unless the plugin is configured #95

Describe the bug

Currently the Hellō Plugin will customize the comment sign-in to reply links as soon as activated, even if not configured yet.

To Reproduce Steps to reproduce the behavior:

  1. Install and activate Hellō Login
  2. Don't go through Quickstart (don't configure the plugin)
  3. In an incognito window go to a blog post and try to sign in to reply to a comment
