What this PR changes:

Adds initial support for Alpine with S6. Still in the proof of concept.
Changes the way haproxy reload script work.
Some needed cleanup.
Reviewer

Please don't review s6.py as it is a temp solution waiting for Ansible 2.3 it might come with s6 support
