Initialize .comply.yaml file with minimal information #13

This PR creates the initial .comply.yaml file. This file will make it easier for us to see who owns this repository.

We've created a Slack command so that you can easily check this right from your conversations. To see this in action, fill in the file details and merge the PR. Then go to Slack and type '/repo {repo-name}' and be amazed
