Other users should be able to post badges on users #57

Needed: an icon to "give a badge" to other people.

Much like LoR, but options can only be chosen from a dropdown.

I see that currently only a user can give himself badges. We want this to be 
more collaborative.

Do we need to differentiate between self assigned badges and others' assigned 
badges.
If so, Please send the mock of the flow for assigning badges to others.

Same flow as an LOR. Think of "other assigned badges" as an LOR on the "badge" 
field.
Except that the entry is not a text field but a dropdown.
