update dependabot and github actions flow #169

  1. Update dependabot to create PR's for github actions
  2. Don't test against unsupported java versions

dropped jdk17 test as I don't think you version of gradle is compatible yet.

Looks like the maven publish config needs to be updated to move to a gradle version that supports JDK 17
