Move chart Fluentd CloudWatch from incubator to stable.

What this PR does / why we need it:

Fluentd CloudWatch is required for users. However, it is missing for helm3 (stable) directory. I am using this for helm3, on production environment. I think it works very well for helm3, in my full testing.

Which issue this PR fixes
