This PR opens a HIP to discuss running hooks in parallel.
A PR (https://github.com/helm/helm/pull/11804) was opened some time ago to address this issue but has stalled. A comment in the PR (https://github.com/helm/helm/pull/11804#issuecomment-1440419461) suggests a HIP would be useful to discuss the design before progressing the issue so I am creating this PR to that end.
