Build tools that can map informal OKHs and OKWs into "formal" ones with official atoms... #19

The basic idea here is to take a raw OKH/OKW to replace "informal" atoms based on our mappings into "formal" atoms. The resulting YML files should be validatable using tight YML schemas.

The result should be appropriate for matching using basically our existing code.
