adds deactivateInputFilterAction to droplist #1080

This is an exception to releasing more stuff here, but is a pretty small change and is needed now for a specific bug ifx in hs app which is not upgraded to hsds4 yet.

We add the deactivateInputFilterAction prop, so that when true it will stop the default action of filtering items so we can do something else instead using the existing onInputChange callback
