I'm opening up this pull request so we can get CI running and for any needed code review.
We are adding light theming and customization support to the HelpWithCovid app, to make it easier for others to spin up their own instances of the app but still stay largely in sync with updates here.
Our first implementation of this is for HelpWithBlackEquity, which is implemented here alongside the theming changes.
