applicatonTimeStamp - Not in ISO 8601 format #2

According to "AMQP spesifikasjon" version?? page 23, the field applicationTimeStamp should be according to ISO 8601.

Fixed by #3 and pulled at https://github.com/ehelse/Helsenorge.Messaging/commit/a4fe46a7aaf89b7a9ac1691dfad4dbf127d440c8
