[ ] Use Alpine instead of Ubuntu as a base image. This reduces the Base image size
[x] Read the osm.pbf from a volume! Then not everyone needs to forks.
[ ] Make baseURL configurable

Used build args to be able to define an OSM extract URL to be downloaded during build.
