What kind of consent information does the data dictionary give us? How can the parser capture that? Which identifier do we attach it to?

None. There isn't consent information in the data dictionary. That would come from the parent study. So the parser should include the parent study identifier (PHS number) so that downstream tools can look it up. (I'm not sure right off which file from the parent study contains consent information, but can find out if useful). Note also that the parent study consents can change over time, so it's good to look it up again with each request for access or data use.
