Feat/165 sapbert annotator #334

Hey guys this is the PR that introduces the sapbert-annotator. It also contains the code introduce in #329 so we can delete that PR later.

There are some chores included in this ticket:

upgraded redis-py to 4.5.4 to fix dependabot alert
@mbacon-renci fixed the test suite failures dealing with elasticsearch
Included the fixes @YaphetKG made in the patch-nrslv-resp branch to my synonymFinder class
