This PR deletes three scripts from the bin/ directory that have now moved into Dug Data Ingest, so I think we should delete them here to remove redundancy.
The remaining scripts in bin/ are:
get_ncpi_data_dicts.py -- before my time.
get_topmed_data_dicts.py -- before my time.
vlmd_to_dbgap_xml.py -- we use this script to convert data dictionaries in the HEAL VLMD format into the dbGaP XML format, but hopefully we won't need this anymore since we should be able to get VLMD files directly from the HEAL Data Platform soon.
