empty archives #3

What steps will reproduce the problem?
1. go to, e.g. Siyasat
2. click on some archive month, e.g. August 2006

What is the expected output? What do you see instead?

Nothing was posted on Siyasat in August 2006. The archive page which comes
up is empty. Ideally, there should be no archive link for months that are
empty. Or at the very least, if the archive is empty for a month, the page
should give a message like "no posts in this month".

Please use labels and text to provide additional information.
