Unable to change Arrangement when elements are grouped. #432

What steps will reproduce the problem?
1. Group at least 2 elements together.
2. Right-click on the group, notice there is no option for change the 
arrangement.

What is the expected output? What do you see instead?
There is no option for the arrangement.

What version of the product are you using? On what operating system?
1.3.4

Please provide any additional information below.
