Based on the analysis done in #24, we have less than 2% of users using GBC on OS version that is unsupported by Microsoft. It does not make sense building Getbhavcopy on dotNet version 4.0. The plan is to upgrade to version 4.6, this will cause GBC to stop working on OS that does not support that version

Add the note in GBC to let users of GBC on the below OS know that future versions of GBC will be dropping support for their OS and will not work
