Add custom fee in Web version POP Miner #190

Confirmation

Problem

with a standard commission, tBTC will be spent in two days, in the Web version there is no option to reduce it, this will allow mining longer.

Suggested solution

add commission editing for Web version of miner as on CLI

hey @FunkyLSD , We have plans to add this to the web pop miner in the near future. We were tracking this internally but it would be useful to keep it open and track it here. In the meantime, you can use the popmd CLI tool and adjust the POPM_STATIC_FEE env variable.
