Problem
The Keeper has a black shadow looking thing below it for some reason. (NOTE: I turned off the shadow setting but the issue still persists)
Location
This Keeper is located in the area between the Wards and Presidium where you would talk to that homeless dude.

This Keepers VFX is to bright. (I don't know if that's what causing the brightness)

This guy is located in the Embassy portion before Palin's office on the right side.
This one is located in the market area. NOTE: It sometimes shows the VFX and sometimes it doesn't.
Both of these keepers are located in the council chambers. They also have wonky VFX problems that sometimes is on and sometimes is not. NOTE: One of these was included in another issue but I added it again just because.
