Missing Biotic codex entry #238

Describe the bug Codex entries about Biotics is not received when speaking to Dr. Chakwas after the Prologue, this is tied to the bugfix in #220

Verify that transition 4965 is being fired in E12 and E13.

Game file BIOA_NOR10_07_DSG_LOC_INT.pcc, all localizations.

Typo in transition number fixed. 4695 -> 4965.

Issue was only in english, but all localizations have been checked for this issue.
