Okay - just found the problem...
It's the Shortcut keys in the Chrome Toolbox Options
Select Boss Key from the combo box
Alt+H is the default Hide current window shortcut combo
Alt+R is the default Restore previous hidden window combo
Obviously these will work across all apps so that you can hide/restore any
window at any time!
Hover over the shortcut definitions and you see the button to redefine them. I
change d mine to Ctrl+Alt+Shift instead of Alt on it's own as I've never used
this feature.
So can the developer please change the default settings of these shortcuts or
allow us to enable/disable them completely...

I've been living with this problem for several months, and never realized it
was Chrome doing that! I'm using AutoHotKey so always assumed it's somehow it's
fault, but when I finally got to doing some testing I found it's chrome!

I just experienced the problem for the first time, and the circumstances were a
bit different. It is odd that I never experienced it before, since I use
Emacs; and, in Emacs, Alt-R is an important key for me. It is probably because
I never leave a Chrome window open when I am not using it. (I keep Firefox
open all the time, but Chrome is often a better choice for some sites.)
Anyway, the Alt-R problem bit me when Chrome was NOT RUNNING! I have had other
keyboard foulups (apparently stuck combination of Windows, Ctrl, and/or Alt
keys) that made my keyboard useless but which I could typically clear by
bringing up the On-Screen Keyboard, which I could accomplish with the mouse
alone. That is clearly a problem with Windows 7, and I made the mistake of
assuming that my ALt-R problem was of a similar source. The last (and always
successful) resort for those problems has been to log off and log back on.
That worked for Alt-R also. Yes, I am sure Chrome was not running. A search
brought me here, and this is illuminating. I did not even know about a Boss
Key and I had trouble even finding it. (I got the Toolbox for the mouse
gestures, so I can use the same gestures in both Firefox and Chrome.) Anyway,
I went ahead and changed the shortcuts to very obscure key combos. Hopefully,
I won't see this problem again.
