Update windows #180

sccache 0.7.4 fails for me on MSVC, trying 0.7.6.

... nope that breaks for me too (https://github.com/mozilla/sccache/issues/2062). Oh well. Newer is better I suppose?

Also, looks like ccache hasn't been updated in awhile either, so I bumped that too?
