specify top level kml via atom tags #191

What should this feature enhancement do?

This is a result of 
http://groups.google.com/group/kml-support-server-side-
scripting/t/b9bf7fa2510194f5

I propose: 
<atom:link href="http://www.example.com/layer_root.kml" rel="top"/> 
could also use 
<atom:link href="http://www.example.com/layer/1234.kml" rel="parent"/> 
to only assend one level. 

Its not clear if the 'rel' attribute as part of <atom:link> is allowed in 
KML, if not this proposal is to allow it. It upto the geobrowsers 
themselves to make 'nice' of this. Will add as a suggestion in the Google 
Earth Group too. 

In encountering that the 'geobrowser' 
notices the file is NOT loaded under the relevent file and prompts the 
user "This file is part of larger collection, click yes to load the 
layer, or no to just load this part" - it could even be automatic. And 
important point even loading the full layer it should stay zoomed on 
this 'tile'. 

Are there any currently known workarounds that produce the same, or 
similar, result?
