Make listening host ip configurable #15

Hi, I think it's better make make tcp-dns-proxy's listening ip default to 0.0.0.0 and configurable other than hardcoded it as "127.0.0.1".

PS: I'm running tcp-dns-proxy in a local LAN and would like to share the DNS service with other computers.
