It is not possible to ignore duplicates, set a precedence or ignore blank tags #13

Current when scanning gettags will scan duplicate tracks. It will also scan tracks with empty tags.

Add ini options to ignore duplicates and set duplicate type precedence, at scan time. Add ini option to ignore blank tags at scan time.
