Temp Password Change Errors On First Login #7

What steps will reproduce the problem?
1.New user is created with a temp password that must be changed next login
2.User tries to login and is prompted with the following message "Unknown 
Error. Please Try Again."

What is the expected output? What do you see instead?
They should be prompted to change their password. An error message

What version of the product are you using? On what operating system?
GAIL Test Release 

Please provide any additional information below.
This was working fine a few months again when I had to add a user. It also 
works fine now with SSO turned off. I know Google is making changes.  What can 
be done to fix this?

I am also receiving this same exact error. Also, when I go to the 
domain.appspot.com/password page and try to change a password I get the error:

"Your New Password Is Invalid. Try A Longer Password."

Even though my password meets minimum requirements.

Actually the error I was receiving when trying to change my password was 
because I did not have provisioning API enabled. BUT I still receive the 
Unknown Error when a user has a temporary password.

Also, remember when the password says temporary for the user account uncheck 
the change password on next login.  The password status is user then check off 
the change password on next login box.
