CompatHelper: bump compat for Meshes to 0.31, (keep existing compat)

This pull request changes the compat entry for the Meshes package from 0.24, 0.26, 0.27, 0.28, 0.30 to 0.24, 0.26, 0.27, 0.28, 0.30, 0.31. This keeps the compat entries for earlier versions.
