Text to speech check #2

What steps will reproduce the problem?
1. User doesn't have TTS installed
2. User uses app, doesn't hear any speech
3. User uninstalls app

What is the expected output? What do you see instead?
Prompt user to install TTS

Added in 1.0.2 (didn't release). On market in version 1.1.0. 

Had to add to preferences. Couldn't do this check in the actual selector 
because of how that's started and how the check is done (start activity for 
result)
