Create a Ppl::Format::PostalAddress class to format individual addresses #35

All the other formatters are done. The only one that's missing is the one for "maximum zoom" inspection of an individual address, e.g. when the user types this.

$ ppl post bob home
???
???
???

If all else fails, stick with the old "Name: Value\n" list of old.
