The Palette panel pushes mylyn task view down instead of become on the same tab bar with it. #69

What steps will reproduce the problem?
1. Use eclipse java package or another eclipse variant with mylyn.
2. Start visual swing designer.
3. The palette panel will push mylyn task view down giving you both a 
cramped outline and a cramped mylyn task view.

What is the expected output? What do you see instead?
The palette should be on the same tab bar as mylyn and become shown once 
you activate visual swing designer.

What version of the product are you using? On what operating system?
vs4e_0.9.9.I20090223-1530
Windows xp sp3

Please provide any additional information below.
