This PR copies the latest SOM3 from https://github.com/henze-research-group/modrlc-models/tree/som3-develop/som3/models.

I think that it is okay that this is sans KPIs. We can always roll back to the version right before this if needed--but I really think we need to calculate our own KPIs for the time being.
